As Founder and Principal of ESI Corporation, Judie Scalise specializes in economic development and pre-development planning services for government agencies, corporations, private developers, and utility companies.
Prior to forming ESI in 1990, she was Executive Director of the Phoenix Economic Growth Corporation, Vice President and Manager of the Industrial and Economic Development Department of Security Pacific Bank, and Director of Business and International Trade for the Arizona Department of Commerce.
Judie has 30 years of professional experience in the areas of economic development strategic planning, targeted industry analysis, real estate market analysis, and economic/fiscal impact studies. She has provided consulting services in every county in Arizona, as well as nine states across the country. Judie consults with clients by facilitating meaningful community input, researching and preparing comprehensive market assessments, identifying industry targets, and preparing economic development strategies to accomplish community goals. Her years of extensive experience and expertise have helped guide communities to create the best possible future for their residents by leveraging assets, creating jobs, maximizing revenue and building fiscally sustainable economies
